Richard Brooks is a part-time Kivu International Strategic Adviser. He leads our work in Egypt, supporting the Ministry of Education's reform programme. This work has included supporting the Ministry to secure a US$500 million World Bank loan and developing an overall plan for education system-reform.
Richard is an experienced policy professional with a particular expertise in strategic education policy development and delivery. He was previously Director of Strategy at Ofsted, England's schools and skills inspectorate. Prior to this Richard was Senior Adviser to the English Secretary of State for Education where his role included managing the politics of change as well as providing technical advice across the whole range of education policy issues. Over the last four years he has also provided strategic advice and senior level support on education reform programmes to governments in African and Asian countries including South Africa, Uganda and India.
