IMSAR is a programme that aims to strengthen the role of the private sector in Rwandan agriculture. Kivu was commissioned to advise IMSAR on how to improve their approach to influencing policy. Kivu was tasked with (i) assessing the policy context in Rwanda to identify issues where there were opportunities for influence; (ii) strengthening the capacity of the programme team to design interventions which are sufficiently informed by the political and policy context; and (iii) advising private sector partners on policy engagement.

The work took place during the pandemic, which meant Kivu had to assess the impact of Covid-19 on agricultural policy and the private sector in Rwanda.
