Kivu was part of a turnaround of a low-performing FCDO governance and policy influencing programme. Kivu supported the strategic reset of Ikiraro, including using political analysis to inform the programme design and issue selection. In addition to providing advice across the programme, Kivu led several strands of support for locally-led policy influencing. We supported capacity-building of the Ikiraro team and its partners – including think tanks, civil society organisations and government agencies. The focus was on achieving effective politically informed policy influencing strategies. We provided this support across several policy issues including people with disabilities, agricultural productivity, urbanisation and reconciliation.

Key Impacts:
  • Advised and facilitated a shift in the programme from traditional grant-making to an adaptive and issues-based policy influencing programme.
  • Demonstrable impact on Government of Rwanda policy on agricultural subsidy reforms – the Ministry of Agriculture took forward policy recommendations developed by Kivu and local partners.
  • Successful and high-profile work on urbanisation, which was disseminated to senior policy makers by a well connected local partner.
  • Strengthened the capacity of the Ikiraro programme team so that it was able to effectively deliver a policy influencing programme in Rwanda.
