Building Community Engagement in Papua New Guinea (BCEP) is a governance programme which supports civil society organisations, churches, the media and local community groups to engage effectively with national and sub-national government.

Kivu is a fully integrated part of BCEP. In addition to providing strategic advice across the programme, e.g. on politically informed issue selection, Kivu directly supports its Coalitions for Change component. We help local partners forge coalitions to influence public and private policy on economic empowerment and to influence church and state policy on sorcery accusation related violence. The work features proactive and reactive dimensions and a gender-sensitive approach. We collaborate closely with these local partners – including a think tank, a research institute, a business association and a faith-based network – to enhance policymaking in PNG.

  • Local partners’ policy proposals on prevention and response now feature in the government’s new Sorcery Accusation Related Violence National Action Plan (2025)
  • Local partners’ recommendations are influencing reform of the Employment Act, a review of the Minimum Wage, Tax changes and the creation of a new Jobs Strategy
