Douglas Mushinge

Douglas Mushinge is a Zambian health economist and policy advisor with over 13 years of experience shaping health financing reforms, public policy, and health systems strengthening across sub-Saharan Africa. His work focuses on designing evidence-informed fiscal and financing strategies that promote universal health coverage and long-term system sustainability.

Douglas has worked with a range of global and regional partners, including Amref Health Africa, UNICEF, AFIDEP, the NCD Alliance, the CDC Foundation, the Health Finance Institute, and Zambia’s Ministry of Health. He has led or contributed to major projects on domestic resource mobilization, pandemic preparedness, strategic health purchasing, and immunisation financing. His portfolio includes co-authoring influential policy briefs, managing high-level stakeholder engagements, and delivering technical assistance across various country contexts.

He holds a Master of Public Policy from the University of Oxford and an MPH in Health Economics from the University of Cape Town. Douglas is passionate about leveraging economics, data, and diplomacy to advance health equity and fiscal resilience across Africa.
